Overview
Bitmapper by BLEWTOOF breaks an image into a grid of blocks, turning footage into the chunky, low-resolution look of early video games and 8-bit graphics. The pixelation level is adjustable, so you can go from a light mosaic to heavy corruption where the subject reduces to colored squares.
Like the rest of the BLEWTOOF catalog it works as a timeline effect: drag it onto a clip, set the intensity, and it renders at both Full HD (1920×1080) and 4K (3840×2160). The download includes custom fonts for retro-style titling to match the aesthetic. It requires DaVinci Resolve Studio rather than the free build, and there is no trial, so the $15 is spent before you see how the blocks land on your footage. macOS and Windows only.

Verdict
Bitmapper does one narrow thing well: a pixelation effect with adjustable intensity, drag-and-drop onto the timeline. At $15 with no trial, you're buying blind on how the pixelation grain actually looks on your footage, and it requires Resolve Studio, so free-version users can't use it at all.
